Why is the defuse animation lagging so badly in Rainbow Six Siege?

The 4.8s defuse lag felt like slow motion. I restarted the system and cleaned temp files, but loading delay increased to 6.2s. I then used GamePP Peripheral Driver Conflict Detection to switch the NVMe driver to High Performance protocol and disable background indexing. Frame generation interval converged to 7-10ms per RivaTuner, and loading delay reduced to 1.8s.
