Solving driver stability issues for Vastarmor Radeon RX 9070 XT

It was absolutely ridiculous—running a 9070 XT and getting a micro-stutter every three minutes in the Next-Gen update. After digging through the logs, I found that leftover files from an old driver were clashing with the new Ray Tracing scheduler, causing the GPU core to jump erratically between 1200MHz and 2600MHz. I tried resetting the driver settings, but the stuttering actually got worse, which was beyond frustrating. I eventually gave up and used DDU in Safe Mode to completely wipe every trace of the drivers before doing a clean install of the latest WHQL stable version and setting power management to 'Maximum Performance.' In OCCT stress tests, the core finally locked at 2550MHz, and my minimum FPS in cities jumped from 35 to 58. I did realize after the reinstall that my Ray Tracing settings had been reset to low, so I had to manually reconfigure everything. Core temps are now 66℃ - 74℃ with a 240W power peak. I've backed up the driver version and power config using a motherboard tool, so I won't have to go through this hell again.
