Why does Cities: Skylines II freeze during massive building?

Expanding my city center was anxiety-inducing because the screen would freeze for 1.2 seconds constantly. I first tried setting virtual memory to half of my remaining disk space, but that just exacerbated read/write conflicts and increased frame drops per RTSS. I then used the GamePP NVMe Queue Depth Configuration to increase depth from 1024 to 2048 and enabled the forced write cache flush policy. Now, 4K random reads are 70-78MB/s per CrystalDiskMark, and loading times dropped from 15s to 6s per GamePP Timer, making it feel靈敏.
