Why does Pacific Drive drop from 80 to 40 FPS?

It's infuriating; every time I drive through anomalous zones and storage I/O spikes, the frame rate drops from 80 to 40 FPS per RTSS. I first tried disabling all unnecessary startup items, which increased available memory by 1GB per Task Manager, but it did nothing for storage latency. I entered the GamePP NVMe Queue Depth Config, set the read weight to maximum, and adjusted the write cache flush strategy. Frame generation time converged to 11-15ms per RTSS, and the system became responsive.
