Fixing CPU frequency swings on ASUS ROG Z890-A Snow

Managing a huge village and watching the frame rate tank is just pathetic for this board. Even under medium load, my FPS was bouncing between 120 and 60. The GamePP Sensor Page showed the CPU clock swinging wildly from 3.6-4.9 GHz with voltage fluctuations of 0.07V. I tried 'High Performance' mode in the drivers, but the jumps remained while the fans just got louder—a total waste of time. I then used the GamePP BIOS Load-Line Voltage Adjust Wizard to switch from Auto to Manual and added a +0.015V offset to the core. In 3DMark, the frequency curve flattened out and FPS stayed above 110.
