Why does my i9-13900K drop frames in Kuro no Kiseki?

I couldn't stand a high-end CPU dropping frames in a JRPG, with FPS swinging wildly between 60 and 30. I first tried disabling all BIOS power-saving options, but temps hit 98℃ and triggered thermal throttling, which was a total waste of time. I finally used the GamePP Resource Scheduling Panel to set I/O priority to 'Highest' and optimized thread binding. RTSS showed frame generation time stabilizing from 18-48ms to 13-17ms, frequencies hit 5.2 GHz per CPU-Z, and temps sat 65-85℃ per AIDA64.
