How to fix physics stutter in BioShock 4 cloud layers?

Physics stuttered in dense clouds. I tried Performance mode, but E-Cores still lagged. I used GamePP BIOS Wizard to set Load Line to L3 and VCCSA to 1.26V. Cinebench R23 score hit 37500, and HWiNFO showed temp at 77-83C with 5.1GHz stable. The game runs smooth now.
