Why is my camera movement sluggish in WoW main cities?

While taking quests in Valoras, my smooth camera rotation suddenly felt like dragging through mud during raid prep. I tried limiting the maximum processor state to 99% in Windows Power Plan, but my minimum FPS dropped from 60 to 42 per RivaTuner, which was just frustrating. I used the GamePP Fan Curve Configuration Panel to define a linear rising gradient from 60℃ to 90℃. Now, RivaTuner shows frame times converged to 11-14ms, and HWInfo confirms CPU temps stable at 72-78℃.
