Why does my Ryzen 5 7500F stutter during low-altitude flights?

Entering the world of flight simulation, the extreme detail should have been fluid, but I experienced annoying jitters during low-altitude maneuvers. I tried enabling PBO auto-overclocking in BIOS; although average FPS rose by 5, the frequency jumps between 3.8GHz and 5.0GHz per GamePP Hardware Sensor became more severe, which was disheartening. I used the GamePP Power Plan Switcher to apply a low-latency preset and locked the minimum processor state to 95%. RTSS showed frame intervals stabilized at 13-16ms, and HWMonitor confirmed CPU temperatures at 65-72℃.
