Why does Pacific Drive drop from 75 to 30 FPS in anomaly zones?

I felt incredibly anxious as my frame rate plummeted from 75 to 30 whenever I drove through anomaly zones. I first tried setting fans to full speed in BIOS, but the pump whine was piercingly loud and didn't even stop the spikes.
