Why does my CPU hit 98℃ in Like a Dragon: Ishin! city areas?

I felt extremely anxious every time I entered a crowded street and my CPU temperature rocketed up, causing jarring stutters. I tried running all chassis fans at full speed, but HWMonitor showed the temp only dropped by 3℃ while the noise sounded like a helicopter. I then used the GamePP Fan Curve Configuration Panel to raise the 70℃ threshold from 50% to 85%. After this, HWMonitor showed peak temperatures were suppressed to 78-84℃, and AIDA64 stress tests confirmed that CPU load remained steady at 65-72% without any further throttling.
