Fixing memory scheduling for Kingston 16GB DDR4 2666?

Walking through crowded town streets was a nightmare; I'd get these 0.2s freezes that totally killed the immersion. The bandwidth on the Kingston 16GB DDR4 2666 just couldn't keep up with the NPC logic, and I saw memory latency spiking between 90ns - 110ns. I tried lowering the draw distance, but that just made the buildings pop in like crazy, which was just as frustrating. I eventually went into Advanced System Settings and manually locked the page file at 24GB on my fastest NVMe SSD and enabled memory compression. Checking Resource Monitor, the hard interrupts dropped from 300/s to about 100/s, and frame times settled into the 16-22ms range. I messed up the drive partition on the first try and the system booted like a snail, but once I pointed it to the right drive, it was golden. RAM temps are holding at 40°C - 46°C. The input lag is finally gone and the game actually feels responsive now.
