Dealing with VRAM bandwidth bottlenecks on RX 9060 XT?

Whenever the streets get packed with cars and NPCs, my frame rate tanks from 90 FPS to 42 FPS, which completely kills the driving experience. I was honestly panicking. The memory controller on the Vastarmor RX 9060 XT 16GB was hitting latency peaks of 110-140ns while trying to push 8K textures.
