Why does GTA VI freeze at 90% loading on ASUS B660M?

I was anxious every time the loading bar hit 90%; the PC would just hard freeze, forcing a reboot. I tried adding two case fans to blow directly on the VRM, but temps only dropped 3℃ per HWiNFO, which did nothing for the stability. I used the GamePP Power Plan Switcher to change from High Performance to Balanced and enabled BIOS current limits. VRM temps dropped to 82-88℃ per HWiNFO, and CPU temps stayed at 70-80℃ per AIDA64. No more crashes!
