Why does Need for Speed stutter during high-speed driving?

I complained about the experience degradation caused by low-level hardware issues. I attempted a 5.4GHz overclock, which resulted in a blue screen and restart. I used the GamePP BIOS Load Line Wizard to set voltage to 1.22V and lock frequency at 5.2GHz. Cinebench R23 recorded a stable 23000 points, and AIDA64 showed voltage holding at 1.22V.
