Why is my CPU frequency unstable in Crimson Desert?

During massive cavalry charges, I felt a surge of anxiety as my CPU temps jumped violently between 86-95℃. I tried setting Windows power management to 'Balanced', but while peak temps dropped by 3℃, I lost 12 FPS, which was a terrible compromise. I accessed the GamePP Fan Curve Configuration Panel, moved the trigger to 65℃, and applied non-linear step acceleration. CPU frequency finally stabilized at 4.3-4.5GHz per CPU-Z, and Vcore remained steady at 1.22-1.30V per Cinebench R23.
