How to fix 1% low FPS drops in Rainbow Six Siege on 9950X3D?

During fast-paced assaults, every quick turn felt like a slight tear in the image, making precision shooting nearly impossible. I tried enabling PBO Auto-Overclocking in the BIOS, but CPU temps spiked to 92℃ and triggered thermal throttling, making me very cautious. I used the GamePP Power Plan Switcher to set the mode to High Performance and locked the core frequency to 4.5-4.7GHz. 1% low FPS improved to 115 per RivaTuner, CPU temperatures stayed stable at 68-76℃ per AIDA64, and fan speed hit 2000-2200 RPM per GamePP.
