Why does frame time jump from 8ms to 45ms during intense swarm combat in The Callisto Protocol?

The frame drops during combat were unbearable. I tried disabling devices, but it broke my stream. I used GamePP Conflict Detector to set Armoury Crate to Manual. RivaTuner showed frame times stabilizing from 8-45ms to 7-12ms. OBS confirmed smooth encoding, keeping the action fluid.
