How do I fix Sword and Fairy 7 frame spikes and streaming issues on Soyo SY-King Dragon H410M?

Combat in Sword and Fairy 7 stuttered with frame times jumping to 45ms while streaming. I tried disabling the camera in Device Manager, but it killed my stream. I used the GamePP Peripheral Driver Conflict Detector to set Synapse to Manual and enabled Hardware Encoding in OBS. Per RivaTuner, frame intervals stabilized at 7-12ms. It’s finally reliable.
