Why does frame rate drop from 120 to 55 FPS during dense rain curtain physics calculations in Resident Evil?

While traversing rain curtains, I saw frame rates plummet from 120 to 55 FPS due to scheduling anomalies. I tried adjusting Windows Power Plan bias, but it didn't fix the physics lag. I used GamePP BIOS Voltage Tuner to set Load-Line to L3 and raised voltage from 1.35V to 1.40V. Cinebench R23 showed multi-core scores jumping to 36500, and HWiNFO confirmed temps at 58-64℃.
