How to fix 2-second freezes in high-density FiveM areas?

In Los Santos RP, entering the city center caused 2-second freezes that were just terrible. I tried lowering all graphics settings, but loading time actually increased by 1 second, which felt pointless. I used the GamePP Resource Scheduler to set priority to Highest and ran the memory fragment cleanup tool. RTSS showed frame times converged from 16-50ms to 12-18ms, GamePP confirmed fragmentation dropped to 12-18%, and HWInfo showed temps at 44-50℃.
