Fixing RTX 5060 Windforce frequency drops in Frostpunk 2

Moving through the frozen streets, I noticed these tiny hitches that really ruined the immersion. The Gigabyte RTX 5060's auto-boost was acting up in low-load scenarios, with the core clock bouncing between 210MHz and 1800MHz, creating frametime spikes of 15-30ms. I tried setting 'Prefer Maximum Performance' in the NVIDIA panel, but that only gave me 5 extra FPS while the clock still fluctuated—it made me realize I needed a more direct approach. I used a third-party tool to hard-lock the minimum core clock at 1500MHz and tightened the memory clocks. The RTSS graph went from a saw-tooth pattern to a straight line. My idle power draw jumped by 15W at first, but I found a sweet spot by tweaking the voltage curve. Temps are now 45-52°C with the fans barely spinning. My 1% lows jumped from 35 to 52 FPS. Everything is finally smooth.
