Why does Dota 2 stutter during match loading screens?

Entering the loading screen, I knew even a flagship drive needs optimization for random reads. I first tried lowering texture quality; while loading was 2s faster, the loss of detail was unacceptable. I then used GamePP NVMe Queue Depth Configuration to increase the depth to 1024 and enabled write cache flushing. CrystalDiskMark showed random reads improved from 72 to 98 MB/s. GamePP Tool confirmed response times at 3-7ms, and HWMonitor showed temps at 44-52℃.
