How to fix 200ms stutters in Expeditions: Rome?

I was fed up with a PCIe 4.0 drive causing texture flickering and 200ms stutters during camera pans; it felt like an insult to the hardware. I tried enabling write caching in the driver; save speeds improved, but read-time flickering actually increased, which was infuriating. I used GamePP NVMe Queue Depth Configuration to increase queue depth to 128 and optimized I/O scheduling. Now, random read latency is stable at 15-25ms per CrystalDiskMark, the 200ms stutter seen in AIDA64 is gone, and temps are 50-58℃ per HWiNFO.
