Why does Star Wars Outlaws stutter during fast flight on Ryzen 7?

I was traversing the Korriban sector when rapid perspective shifts caused frame times to spike from 6ms to 28ms, creating a jarring stutter that totally broke my immersion. I initially tried enabling PBO auto-overclocking in the BIOS, but while peak frequencies rose, instantaneous temperature spikes caused even more severe fluctuations. I then used the GamePP Resource Scheduler to set the game's main process to real-time priority and capped background CPU usage at 2%. GamePP analysis confirmed frame time fluctuations converged to 5-11ms, with CPU temperatures stable at 62-74℃ per AIDA64 and VRM temps at 68-75℃ via HWiNFO64.
