Why does Need for Speed stutter during high-speed city racing?

Racing through neon-lit streets, I felt the frustration of the frame rate violently jumping between 90 and 55 FPS whenever I hit dense traffic. I tried disabling all unnecessary startup items in the system, but the stuttering only decreased by 10%, which felt like a superficial and ineffective fix. I used the GamePP Resource Scheduler to boost the game process priority from Normal to Realtime and limited background CPU consumption. After switching to the Ultimate Performance power plan, RTSS confirmed frame times converged to 8-11ms, with memory temperatures stable at 52-58℃ per HWInfo and bandwidth at 72-78% via AIDA64.
