Why is GTA VI stuttering on my Intel 760P 512GB NVMe?

While chasing targets through downtown, the game would just hitch violently, making the car completely uncontrollable. I noticed my Intel 760P 512GB NVMe M.2 read speeds were swinging wildly between 1.8-2.1GB/s, with IO response peaks hitting a nightmare 112ms. I first tried killing all background update services in Windows, but that was a total waste of time and did absolutely nothing for the IO queue. I then dove into Device Manager and switched the disk policy from 'Quick Removal' to 'Better Performance,' and manually locked my virtual memory paging file to a 16-24GB range. Checking Resource Monitor, the disk active time dropped from a choked 98% down to a healthy 42-55%, and my frame times finally settled between 12-16ms. I actually bricked my driver visibility for a second when I messed with the registry, but things went back to normal once I set the write cache value to 0x00000001. Temps stayed around 48-54℃. Using a disk analyzer, the latency curve is finally smooth, though the drive still feels a bit sluggish during heavy asset streaming.
