Why does FF VII Rebirth stutter during linked attacks?

I was devastated when flashy linked attacks caused my CPU temps to skyrocket from 65-94°C per HWMonitor, making clock speeds jump between 4.2GHz and 3.1GHz. I first tried enabling the system's Ultimate Performance mode, but temps actually rose by 3°C and stutters worsened. I then used the GamePP Fan Curve Configuration Panel to lower the start threshold from 80 to 50°C and set 100% speed at 80°C. RTSS showed frame times converging from 12-45ms to 8-16ms, while Cinebench confirmed fan speeds hit 1400-1600 RPM.
