How do I stop the Onda 9D4-DVH from throttling in CP2077?

Whenever I hit the neon-heavy downtown districts, my core clocks were jumping wildly between 4.5GHz and 3.1GHz, which caused these nasty micro-stutters over 16ms. I tried enabling the Ultimate Performance power plan in Windows, but that was a disaster—temps spiked to 94℃ and triggered an even harder thermal throttle. I eventually dove into the BIOS, switched the Load-Line Calibration (LLC) from Auto to Mode 3, and bumped the Power Limit from 125W to 150W. Checking HWiNFO, the voltage swing tightened from 1.14V-1.31V down to a steady 1.23V-1.27V, and my frame times dropped from a messy 13-26ms to a smooth 9-14ms. I actually tried a fixed voltage of 1.21V at first, but the system just BSOD'd during scene loads until I enabled Dynamic Voltage Offset. Now the VRM stays around 67-74℃ with fans humming at 1200RPM. After a brutal OCCT stress test, the clocks are rock steady and frame times are locked at 9-14ms.
