Why does SILENT HILL 2 throttle on Vastarmor RX 9060 XT?

The horror atmosphere broke when GPU hit 80℃. I tried maxing fans, but the noise was unbearable. I used the GamePP Fan Curve Configuration Panel to set aggressive cooling at 60℃. HWiNFO confirmed temperature dropped from 82℃ to 68℃ and RTSS showed stable frame rates.
