Why do neon lights bleed colors and stutter in Lost Ark's night areas?

The neon lights in the night zone flickered and bled colors, ruining the visual fidelity despite low GPU temperatures. I tried lowering the ray tracing level, which improved FPS but sacrificed the visual quality I wanted. I used DDU to clean install NVIDIA Studio Driver 560.94 and cleared the 6.8GB shader cache via GamePP Shader Compilation Queue Manager. RTSS showed frame times stabilizing at 13-16ms, and 3DMark confirmed the elimination of rendering errors.
