Why is Ground Control 2 loading so slow on Fanxiang S790?

I was stuck on a 30s loading screen in the first battle. I tried updating the driver, but the game crashed on startup. Using GamePP Resource Scheduler, I set process priority to Highest and disabled background sync. GamePP Frame Time Analysis confirmed 5s loads and 35-40℃ disk temperature. This priority setting is the definitive fix for the stutter.
