How do I fix high memory latency and texture delay in Nightingale?

Open map loading in Nightingale was a mess. My Onda H610M+ ran at 102-115ns latency per AIDA64, causing severe texture pop-in. I tried increasing page file size to 16GB, but that dropped FPS from 78 to 61, a total failure. I then used GamePP BIOS Voltage Regulator to change timings from 16-18-18-36 to 14-16-16-32 and set voltage to 1.25V. AIDA64 confirmed latency dropped to 76-82ns. MemTest86 ran 6 loops with zero errors, fixing the issue.
