How to fix irregular frame jumps in Judgment on Thermalright PS120?

Walking through the streets of Kamurocho, I felt the image jump irregularly in crowded areas, and the response delay became obvious. I initially tried lowering the game resolution to reduce load, but the graphics became blurry while temperatures remained high, which was a total waste. I used the GamePP Power Plan Switcher to lock the system in High Performance mode and manually bumped the PS120 SE fan speed to 1600 RPM via Hardware Controller. RTSS showed frame times dropped from 25-40ms to 16-21ms, and core temps stabilized at 72-78℃ per GamePP Hardware Sensor.
