Why does GTA VI drop to 40 FPS on Colorful BATTLE-AX B850M?

As scene complexity increased in the bustling streets, I experienced completely irregular frame drops that made driving a nightmare. I tried enabling Game Mode and disabling all startup items, but the frequency of drops remained unchanged, leaving me feeling helpless. I then used the GamePP BIOS Load-Line Voltage Adjustment Guide to stabilize memory voltage at 1.38V and adjusted timings to 36-38-38-76.
