Why does my AIO pump cause input lag in Delta Force?

I lost a critical firefight behind subway cover due to massive input lag. My Valkyrie V360 Lite pump was screaming, with AIDA64 showing temps swinging between 70-78°C. Restarting the driver failed and dropped my FPS from 144 to 90. I used the GamePP Hardware Sensor Page to switch to High Performance and locked the pump to 2800 RPM. Cinebench tests showed temps stabilizing at 68-74°C, and my shooting latency dropped from 25ms to 12ms. This finally fixed my aim.
