How to fix screen tearing during fast flick shots in Counter-Strike 2?

While flicking on the Ancient map, I saw weird tearing at the screen edges, which is a total disaster for competitive play. I first tried enabling 'Extreme Mode' in BIOS, but it caused a BSOD after ten minutes of gaming. I switched to the GamePP Memory Controller Monitor to manually lower primary timings to 36-38-38 and tuned voltage to 1.32V via HWiNFO64. AIDA64 showed latency dropped to 78-82ns, and MemTest86 confirmed zero errors with temperatures at 48-54℃.
