My Onda B760ITX-B4 VRMs are overheating during heavy combat in Dead Space 2 Remake, causing CPU throttling. How do I stop this?

The moment I entered the main hub areas, my frame rate would tank from 80 FPS down to 35 FPS with some nasty stuttering. I pulled up the sensors and was shocked to see the VRM temps on the Onda B760ITX-B4 hitting 104C, which triggered a hard thermal throttle, crashing my CPU clock from 4,8GHz down to 2,4GHz instantly.
