Why does Avowed stutter with high memory latency on the ASUS PRIME B660M-K D4?

Loading large maps in Avowed felt like a slideshow due to 92-108ns latency. I tried increasing the page file to 32GB, but FPS dropped to 61. Using GamePP BIOS Wizard, I tightened timings from 40-40-40-76 to 36-38-38-72. AIDA64 verified latency dropped to 76-82ns. MemTest86 confirmed zero errors, fixing the unresponsive controls.
