Why does The Witcher Remake stutter during forest combat?

Whenever I entered dense forest areas, the screen would freeze up; these cliff-like frame drops were a disaster during fights. I tried lowering the graphics to medium, but it only gained 4 FPS while making the image blurry, which made me very anxious. I used the GamePP Power Plan Switcher to force High Performance mode and lowered the fan threshold to 60℃. GPU-Z confirmed the core frequency stabilized at 1900MHz; HWMonitor showed core temperature maintained at 70-74℃, while RTSS recorded fans at 2300-2500 RPM.
