How do I stop CPU stutter in The Witcher Remake?

Combat stuttered badly because my system defaulted to Balanced mode. I tried manual overclocking, but it blue-screened immediately. I used GamePP Power Plan Switcher to force High Performance and locked core count. GamePP showed frequency stabilizing at 4.8-5.0GHz. Frame rate jumped from 60 to 85 FPS, and Cinebench confirmed stable single-core performance.
