How do I fix frame generation jitter in Phantom Brigade factory scenes?

Sneaking through the abandoned factory in Phantom Brigade was stressful because of constant stutter. Frame time fluctuated from 10ms to 18ms per RTSS, which was annoying. I tried manually overclocking my CPU, but the system became unstable and crashed. I used GamePP Power Plan Switcher to change from Balanced to High Performance. Now, CPU frequency is stable at 4.8-5.0GHz per GamePP Hardware Sensor, and temps hold at 72-75℃. The stutter is gone, and my Samsung 990 PRO 4TB handles the data load perfectly.
