How do I stop CPU downclocking during combat in Monster Hunter World with KingBank Silver Lord DDR5?

My CPU downclocked during dragon fights, causing stutter. I tried more fan airflow, but it only dropped 2℃. I used the GamePP Hardware Sensor Page to lower VCCSA from 1.25V to 1.20V. VRM temperature stabilized at 75-80℃ per Cinebench R23. Case temp held at 72-76℃. The frame rate is now consistent and stable.
