Why do I get 0.2s stutters during combat in God of War?

Every time I unleash massive skills, the screen freezes for 0.2 seconds, creating a stuttering experience that makes me anxious. I tried forcing PCIe Gen 3 in BIOS, but while latency dropped, NVMe read speeds plummeted from 7000MB/s to 3500MB/s per CrystalDiskMark, doubling my load times. I used the GamePP Resource Scheduler to set bus priority for the GPU and storage to maximum and disabled energy-saving link states. RTSS monitoring showed frame times converged to 11-14ms and chipset temps stayed at 55-62℃ per AIDA64 to set.
