Why does Genshin Impact stutter after teleporting with Kingston DDR4?

I was incredibly anxious when teleporting in Teyvat because the screen stuttered violently upon loading. I tried clearing temporary files and increasing virtual memory, but system boot actually slowed down. I resolved this using the GamePP Power Plan Switcher to lock the processor at 100% High Performance. RTSS monitoring showed frame times converging from 22-45ms to 12-18ms, and GamePP showed fan speeds stabilized at 2200-2500RPM.
