Optimizing power delivery for Gainward RTX 5070 Ti Storm?

Every time a massive summon battle kicks in, the game hitches for about 0.5 seconds, which is an absolute disaster in a fast-paced fight. The Gainward RTX 5070 Ti Storm OC was hitting transient power spikes between 320 - 350 Watts, which kept triggering my PSU's over-current protection, causing the GPU clock to swing wildly between 2.1 GHz and 1.2 GHz. I tried dropping the graphics to medium, but while the average FPS went up, the hitches remained—that trial-and-error phase was honestly stressful. I eventually used a tool to manually drop the power limit to 85% and switched my Windows power plan to 'Ultimate Performance'. In 3DMark stress tests, the clock fluctuation narrowed from 500 MHz down to just 100 MHz, and the drops stopped completely. I did lose about 5 FPS on the high end, but the frame time graph became incredibly smooth, which is a trade-off I'll take any day. GPU temps are now 68 - 74℃ with fans at 1700 - 1900 RPM. The input response is now snappy and follows my fingers perfectly.
