Why does Dying Light 2 Stay Human stutter during parkour on Colorful BATTLE-AX B760M-T WIFI V20?

Every time I landed from a jump, the screen jittered and frame rate dropped from 60 to 45 FPS. It was anxiety-inducing. I tried lowering graphics quality, which stabilized FPS but ruined the visual experience, so that wasn't an option. I realized it was a power supply voltage fluctuation issue. I used the GamePP Power Plan Switcher to set High Performance mode and locked the CPU core voltage. HWiNFO showed the voltage fluctuation dropped from 0.05V to 0.01V, and CPU temperature stayed stable at 72℃.
