How to fix flickering edges in BioShock 4 underwater scenes?

Whenever the camera shifted to neon lights, weird flickering appeared on the edges, which was incredibly piercing in 4K mode. I first tried enabling full-screen anti-aliasing in the driver, but FPS plummeted from 90 to 65, causing me significant anxiety over the performance loss. I used the GamePP Image Sampling Calibrator to raise sharpening from 30% to 55% and locked the render scale at 105%. RivaTuner monitoring showed a huge reduction in tearing, with VRAM stable at 6.4-7.2GB per GPU-Z and core temp at 65-71℃ per AIDA64.
