What causes 0.5s freezes in Wuthering Waves combat?

During high-frequency dodging and attacking, the screen would occasionally freeze for a moment, as if the game had just stopped. I first tried updating to the latest Beta driver, but the stutters remained and I even experienced random reboots, which felt ironic and terrible. I used the GamePP Peripheral Driver Conflict Detector and found a lighting service hogging bus resources, which I set to manual start. RivaTuner showed frame time spikes vanished, stabilizing at 6.2-8.4ms, while HWiNFO showed temps at 60-66℃ and GPU-Z showed 60-70% load.
