How to fix screen tearing in Witcher 3 on an RTX 2060?

This card is basically fighting for its life in the Next-Gen version; the core clock was vibrating around 1500MHz and the tearing looked like the screen was being sliced in half. I tried dropping the resolution to 720p, but it looked like a pixelated mess—technically no tearing, but totally unplayable. I eventually used a tuning tool to lock the core clock at 1650MHz and enabled Enhanced Sync. Monitoring the frame times, the jitter dropped from 18-40ms down to 16-22ms. The first time I locked the clocks, the driver actually crashed, so I had to bump the voltage by 0.02V to keep it from dying. GPU temps are running hot between 72-80℃ and the fans sound like a jet engine taking off. I exported all the frame data to a text file via a performance analyzer to verify the stability. Fan speeds are now pinned between 1400-1600RPM.
